Resume

Lianbiao Cui holds bachelor's, master's, and doctoral degrees from the University of Science and Technology of China. He is a jointly trained doctoral candidate at the University of Science and Technology of China and the Energy and Environmental Policy Research Center of the Chinese Academy of Sciences, as well as a visiting scholar at Tsinghua University. Currently, he serves as Professor and Deputy Dean of the School of Statistics and Applied Mathematics at Anhui University of Finance and Economics, Deputy Director of the Anhui Provincial Key Laboratory of Low-Carbon Development and Carbon Finance in Philosophy and Social Sciences, Deputy Director of the Management Committee of the Anhui Provincial Association of Young Scholars in Social Sciences, member of the university's Academic Committee, and doctoral supervisor. He has been selected as a Young Top Talent under the National "Ten Thousand Talents Program," an Academic and Technological Leader of Anhui Province, a Leading Talent in the "Jianghuai Cultural Masters Cultivation Project," and a Pioneer of the New Era Youth in Anhui Province. He has received funding from the Anhui Provincial Outstanding Young Scientists Fund and the Excellent Young Scientists Fund, and is recognized as an Anhui Provincial Distinguished Teaching Faculty and Outstanding Young Graduate Supervisor. He has been repeatedly listed among Elsevier's China Highly Cited Researchers and the World's Top 2% Scientists. His research focuses on modeling and applied studies of complex systems in resources, economics, and environment, with significant contributions to interdisciplinary integration across statistics, management, economics, environmental science, and computer science. He is the lead developer of the global multi-regional quarterly dynamic CGE model. He has successively led two general projects and one youth project under the National Natural Science Foundation of China (both awarded "Outstanding" performance evaluations upon completion), two sub-projects of major projects under the National Social Science Foundation, one sub-project of a key project under the National Natural Science Foundation, as well as over ten provincial/ministerial-level research projects. He has published more than 80 papers in domestic and international journals such as Nature Communications, iScience, World Development, China Economic Review, and Systems Engineering Theory and Practice, including 13 ESI Highly Cited Papers and 6 ESI Hot Papers. His research has been cited over 4,300 times in academic journals including Nature Communications, PNAS, and GEC, with a single paper receiving up to 441 citations; additionally, it has been cited 51 times by international organizations such as the United Nations, IPCC, and World Bank, demonstrating significant academic impact. Over the past five years, he has received 11 provincial/ministerial-level awards and 15 municipal/departmental-level awards, including two first prizes and one third prize from the Anhui Provincial Social Science Award, two second prizes and one third prize from the Anhui Provincial Natural Science Award, one third prize from the Ministry of Education's Outstanding Research Achievement Award for Higher Education Institutions (Humanities and Social Sciences), as well as four awards—including special prizes, first prizes, and second prizes—from the Anhui Provincial Teaching Achievement Awards. Seven policy advisory reports received approvals from leaders at the provincial or ministerial level and above; among them, one report was approved by multiple central government officials, and two were approved by the provincial Party secretary.

  •  The research report titled "Accelerating the Development of a Carbon Quota Allocation System to Establish a New Low-Carbon Competitive Advantage for Our Province" was published in the Research Bulletin and received approval from Anhui provincial leaders (approved by Yu Aihua, alternate member of the 20th Central Committee, Deputy Secretary of the Party Leadership Group and Vice Chairman of the Anhui Provincial Committee of the Chinese People's Political Consultative Conference; ranked first). Published in April 2026.
  •  The research report titled "Study on Establishing an Ecological Compensation Mechanism for Ambient Air Quality in Hefei" received approval from the city's top leadership (approved by Song Guoquan, then member of the Standing Committee of the Anhui Provincial Party Committee and Secretary of the Hefei Municipal Party Committee; ranked first) in September 2018.
  •  The research report titled "Study on the Spatial and Temporal Distribution Characteristics and Evolution Patterns of Air Pollutants in Bengbu City from a Big Data Perspective" received approval from senior officials of Bengbu City (approver: Ni Jiansheng, Director of the Standing Committee of the Bengbu Municipal People's Congress; ranked first) in May 2018.
